Midnight resistance's joystick

Hi, basicly the midnight resistance joystick has a spinner on top of it's stick.
It's for aiming your weapon.
You can't just put a mouse's PCB on top of a stick to make it, it's more difficult.
Does anyone have an idea of how to do this?
