I'm not sure how downloading Street Fighter Alpha would have anything to do with Snes9x performance, since that's not even the emulator it uses.
Most emulators have a setting for either sticking to 60hz refresh or a "no limit" mode where the game runs as fast as the computer can run it. Check your settings and make sure the game speed is fixed and not "uncapped"...
