I would recommend a TV with S-video. This option does good with a decent TV out board.

The I-Pac is a good idea. Also, you may want to use a front end like ArcadeOS. Adding a button that sends "Tab" (for configurations) and "Escape" (to exit MAME and return) could also
help eliminate a keyboard.

NeoGeo is a 68000/Z80 based system. A P1/100 is way too slow. I recommend at least a P3/450 for good results. The 800MHZ CPUs systems are getting pretty cheap these days.
