Both my 3" Happ trackballs had the same problem and it would occur simply by putting the plate on (without nuts or bolts). I found that by scraping the paint from the edge of the hole in the center of the plate allowed them to spin freely. I got the black crinkle finish and it is kind of thick. I think the plate has a very tight fit and the paint makes it just a little too tight.

: It sounds like you are tightening the plate down completely (too far). I would suggest using locking nuts and only tightening it enough so that your trackball spins smoothly.
