I'm going to assume you have color settings set correctly. The "problem" is most likely your 19" monitor. In the arcade, games run on an arcade monitor, which is nowhere near as crisp as a computer monitor (they're more like a TV, which is why so many people here put TVs in their cabs). It tends to soften the overall picture, like antialiasing, and actually makes arcade games look better (more like the arcade). Try running your video card to a TV instead of your monitor and you'll see the difference.

Also if you're using the wrong screen resolution and/or screen stretching to make the image fill your screen it can get a little pixelated/blocky looking, but again even in stretch mode a TV tends to blend the picture so it still looks good. Oh, and use S-Video if possible!

Also keep in mind that even newer games like NBA Jam and Mortal combat are in LOW RESOLUTION compared to the latest computer games, so your 19" monitor, with it crisp picture, will expose every pixel and block.
