Hotrod, everyone likes. But you cant' configure the keys so you better make sure all your emulators can handle swapping.
Building your own... one weekend, $40 for an encoder (or add a few hours for a keyboard/joystick hack). extra parts from local arcade if possible. Also, you can buy console panels on ebay for 10 bucks with a joystick and a few buttons. This would be a perfect start for someone.
if you are building your own, you have the advantage of adding what you want exactly. lets you move parts to a console if you ever decide.
