This is basically what my set up is for both arcade and console emulators over my TV. I'm using the ATi Rage Fury Pro with S-Video out to my 27" TV. Regular keyboard, CompUSA Crystal Trackball. The joystick set up is the best I've come across short of building a joystick from scratch: The Ultra Impact Multitap which accepts 4 PSX inputs and as far as the computer knows, they're 4 daisy chained Sidewinders. In port 1 and 2, I've got a Blaze Twinstick PSX arcade style stick, and in port 3 and 4, two standard PSX pads. The arcade emus are set to use 1 and 2 (and 3 and 4 for four player games like Gauntlet), and the console emus are set to read from 3 and 4 as player 1 and 2. The set up works great, and the ATi family of cards does a great job using about %97 to %99 of the TV screen depending on your brand of TV.

I plan on building a podium like contraption like the front of the Showcase 33" arcade cabinets like Tekken or Capcom fighters, to mount the joystick on top of, and slide the tower underneath. I just suck with wood projects... If I ever get it done though, I'll submit it to the site.
