Yep, the best way to find such a device would be to look in console magazines (believe it or not) and phone up some import dealers of NTSC dreamcast/N64 and other NTSC devices, they normally sell NTSC to PAL convertors for around £60ish pounds.. well I know they used to..
However most modern TVs (espc. SONY) support NTSC composite input.
