Arcade Monitor with wavey picture = ground problem?

Hello All:

I just got a 9" monitor out of a bartop cabinet. I noticed that the picture is VERY wavey; I also noticed that the ground to the isolation transformer was not connected. Before I start playing around with anything, could that be the reason? Or are there any other reasons for a wavey pic.? I really want to use this cabinet / monitor so any help would be greatly appreciated.
