Yes, most windows based emulators will look ok with a s-vhs tv out.
If you want total control you can use advancevbe with one of the supported videocards to get fullscreen images and toal control with all dos based emulators.
An alternative for us who live in Europe is to use the rgb-scart interface on the tv . That will give you a clearer picture then the older original consoles ever had and you don't need a new videcard with tv-out :-)
