Defocusing a PC monitor will not really change things. A true arcade monitors internal 'screen' is completely different. It affects the way colors are displayed (changes hughes) and 'blends' certain colors into others. Also, certain shades of colors that are clear as day on a pc monitor - are nearly invisible on a real monitor. They used this to create a translucent effects.

Here is a big example of what I mean. Though its a tv... its simular in effect. A real arcade monitor would probably have a bit more change on the colors and shades.

: hmmm.... what if i defocused the pc monitor? would there be other differences like brightness or contrast or saturation of colors??
