Anyone using ATI video card, arcade monitor, and W95/8/me?

Can you use the ATI video cards with TV out to view the actual windows? Or can you only get a front end to view at the slowed down refresh rate?

I really would love to use the arcade monitor, but I also want to be able to play in windows (for kaillera, impact, lots of other stuff)
