monitor switching circuit for ArcadeOS

Has anyone built the circuit that is supposed to switch an arcade monitor on when Arcadeos signals the parallel port that it is safe to do so?

Does it work?

Does it switch the monitor off when Arcadeos is closed?

Where can I buy the two chips that are used?
