I believe the WG K4600 has 2 fuses on the Chassis board.

Galaga has a Wells Gardner K4600 in it. The main PCB has 2 fuses on it. Check both of them with your multimeter. I will say that the 4600 has to be one of the hardest mainboards to work on. If I remember correctly you also have 2 smaller boards connectced to the main board, you can pull them out to make removal of the main chassis board possible. You can check the fuses without removal but it will be tricky. BE CAREFULL WHEN WORKING ON MONITORS they bite. I dropped my beer once getting zapped. Discharge that monitor or buy extra beer...
