If you are worried about the resistor not fully discharging the monitor, you could always leave it on for a long while and then short it out just to be sure.

BTW, a rectifier is a diode. There are limits to the amount of current that they can handle contiuously, but they can handle more for short periods of time. If you draw a spark while discharging the monitor, you are drawing very high current for a short time.
