I've discharged a monitor 3 times -- twice I got nothing, the third time not expecting anything I got a big old *ZAP* that startled the crap out of me. Some monitors have self discharging circuits that drain themselves, so you won't get a zap.
HOWEVER - even if you've never heard a zap, *always always always* assume it has a charge and discharge it. I always make my wife stand near in case I get knocked for a loop, I wouldn't ever do it when you're alone...
