Is my monitor discharged? Didn't hear a "snap"

I am getting ready to install a cap kit in my WG K4900 series monitor. Its been off for almost a week now. I followed the discharging instructions I found on several web sites (short the connector on the anode to the chassis) but didn't hear any voltage discharging (i.e. no snap). Did I do something wrong, or is there just no charge because its been unplugged for almost a week now?

Any help is greatly appreciated. I'm really anxious to get this thing working, but I would rather do it without suffering any electrical shocks.
