Looking back at the archives now I see you're right in that Rotary joysticks actually send the joysticks relative position (and there are 12), but with an interface, it can be converted to just "left/right" which is more ideal for MAME etc. The interface is available from a company linked on this web site actually...

: I don't think that's how they work. The 'clicky' rotary sticks put out something more like a 4-bit binary word to respresent the rotated position of the stick (looking at the drawing for those sticks again, it may just ground one out of 12 leads to show the position). You'll need to have a circuit look at that binary word and how it changes when the stick is rotated to make a single 'just turned left' or 'just turned right' output.
