Can't help since I'm in the States and use NTSC myself. NTSC automatically runs at 60Hz. But have you tried just running in TV-only mode? Maybe that will increase refresh rate, I don't know. You probably have, but just in case, try it.
Also, have you adjusted the dot-crawl? It's in your display properties for the ATI card. Fiddling with the settings for the TV out in the Display Properties will improve image quality significantly.
It may be that the PAL tuner only handles 50Hz, though. I don't know, because like I said, I have an NTSC board.
