I don't think that would work, the RGB signals would still be going at 31kHz. Sync isthe signal that keeps the monitor at the right rate to accept the RGB waveforms... I could be wrong, but that's how I understand it.

Back to the subject of converters that take TV composite in and output RGB, I got one of those off ebay for $20. Keep a lookout for "NTSC to RGB" converters in the coin-op arcade category. I'm still tinkering with mine, I get a great picture, but for some reason there's no color...
