Most of the review sites, like Tom's Hardware and AnandTech, have reviewed the TV-out feature of various video cards. ATI is always at the top of the list. I myself use an ATI All-in-Wonder 128, and TV Out is top-quality in both Windows and DOS. I prefer gaming on my 20" monitor, but the kids prefer sitting in front of the TV to play. Looks good. Plus, I use it all the time for DVD playback, and it's perfect there too. All in all, if you want TV-out, ATI is the way to go. The nVidia based cards with TV-out are routinely reviewed as being less attractive.
