What you are trying to do is not 100% clear to me. If you are hacking an NES pad to connect it to arcade controls, you don't need a keyboard encoder. If the NES controller is anything like a PC gamepad, you want to wire the switches in your arcade joystick and arcade buttons to the printed circuit board in the NES controller. Look around this site for tutorials and links on hacking gamepads. Good luck! :)
