I believe its an optical illusion. May be due to the scanning.

If your camera has the adjustment... adjust the shutter to be faster. That will allow less of that 'glowing' bleed. Its caused by the camera optics being more sensative to the lighted areas of the screen... and its even worse with an empty black background.
