Arcade monitor woes....does not appear to power up.

Before I get started...yes a 25" monitor is worth dying over.

Everyone seems to ask that question and I want to get that out of the way. :)

There is a white and black connector that goes from the isolation transformer to the monitor power in on the board. I measured the voltage on this connector with a digital multimeter. It measured about 128 or so volts (if this could potentially be a problem I can remeasure and give you an exact reading but I was under the impression that AC fluctuated and a 120v could read 118-128 or so....).
I checked the fuse for continuity and it was not blown. The tube does not crackle (you know the sound that arcade monitors usually make when power goes to them) when the power is turned on the main power supply. The back of the tube (the little glass part right at the very tip end of the back of the monitor) does not light up like my other arcade machine.

Any tips or suggestions?!
