ArcadeOS and it's help file

I can't run it (arcadeos.hlp).. it says it's not a valid windows help file or is corrupt. I'm just trying to figure out things how to set it up so it only shows me what games I can play (not a bunch of shadowed out pieces to the romset) etc.

anyone ever get this working?
