Wow, uh thats pretty powerful for mame. Good news is you wont have any slow down on any games. I know I don't on mine. Really the OS is up to you as there are so many ports of mame. As one might expect though Windows/DOS versions have the most up to date ports. I use straight-up dos with arcadeos found at http://www.mameworld.net/pc2jamma/frontend.html
This board is probably the best place to start. Just read the posts for a few days and decide what you want to do. Do you want to put this machine in a cabinet, hook it up to an arcade monitor or just make a control panel that interfaces to your computer using authentic arcade controls. Look under the examples section get some ideas of what you exactly want and then read the posts and tutorials. I suggest you ask all specific questions here too, as they get a fast response and most everyone posting here is very knowledgeable. Hope this helps with direction.
