This is harder to explain than your initial post. Look at either http://www.gunpowder.freeserve.co.uk/wheels/wiring.htm or http://www.theuspits.com/hardware/lew/electrical.htm and see how racing pedals are wired.
The custom mode is with one pot per axis and the brake and the gas pedal on separate pots.
However, the way my pedals work is single axis, pushing the gas down is interpreted as joystick up and pushing the brake down is interpreted as joystick down.
when either both pedals are up or both are down, the pots cancel each other and you get a neutral reading.
That's not exactly what you want, but maybe you could use something similar to this to get you started.
