Have anyone experienced strange throttle?

Firstly, thanks to everyone who answers my questions here... Specially the last one about PCI soundcard.

I think I have read this before somewhere else... And today I myself saw this happening: official DOS MAME (0.37 beta 13) running out of control, totally throttled without pressing F10. The computer owner didn´t know the computer´s components and I couldn´t open his machine to check. I *think* that I read something about onboard sound or PCI sound cards doing this - it was running MAME from a DOS box on Windows Me, by the way.

Now, have you ever experienced this? Was it due to onboard sound or PCI sound card? Inside a DOS box under Windows or in pure MS-DOS to? How did you take care of the problem?
