Working on monitor questions

Hey all-
I'm getting ready to make the VGA to RGB cable. I'm going to be splicing my arcade monitor cable to this conversion cable. Do I need to discharge my monitor
before I mess with this? Can someone tell me how to discharge it? I feel comfortable I can do this if someone tells me the steps...
