Shrink the image?? I don't know of any version of Mame that shrinks the display. There is a version for stretching the images though (StretchMame). Mame is supposed to try and faithfully reproduce the original hardware. As you stated above your monitor is only 240 pixels high while here is the height of the games you named according to Mame:
Pacman - 288 pixels high
Donky Kong - 256 pixels high
Dig Dug - 288 pixels high
All of these games are taller than your monitor can display.
