I just got a chance to do a little trouble shooting and the 2nd board functions fine when hooked up as the only board. The problem occurs only on the 2nd board in the series. The 1st board has nothing wired into it, but I don't see why that would make a difference. Is having 2nd board slowing down the relay of signals? If anyone has a double IPAC setup please let me know if you have any experience with this prob.
