Yes, it does have three green rectangular LEDs on it for scroll, num lock, and caps lock. I read an earler thread where someone successfully removed them from the board for the purpose you mentioned.

I have the KE-24 hooked up through my keyboard input. The keyboard, in turn, is hooked up to the encoder. (You don't have to hook up the keyboard, but its nice to be able to still use it.)

Note: You will need to spend an extra $20 dollars on the cables needed to connect the KE-24 to the PC via the keyboard input:
KE-MM6 is a 5 pin DIN 6ft connecting cable between encoder and PC keyboard input. $5.95
KE-PS2C Adapter needed to convert the KE-MM6 from a 5 pin DIN to PS2. $5.95
KE-PS21 Cable to connect keyboard to encoder (optional) $5.95

As far as the RS-232 port, you can connect this to your PC's serial port to achieve the same goals (with only one cable!). The KE-DB9MF is $5.95. I chose not to go this route because I needed the serial port for my trackball.
