Probably not, this is one for some serious electrical wizard/code programmer.

I don't know about Happs Force feedback (Which is Atari Licensed), but Sega games Forcefeedback is controlled by a thing called a Drive IO board, basically the game board sends packets to the Drive IO board to power the heavy duty Clutch and Motor controls.

So to get something like this to work on a PC would involve making a DriveIO board from scratch to interface with a PC Serial/Parallel port, the game on the PC would send packets (via Serial/Parallel) to the Drive board which would in turn activate the motor on the wheel.
