Is this a monitor or a video card issue?

I am setting up my cab, and everything is looking pretty good. I got the Wells Gardener D9200 monitor, and it looks great. I am using a cheap old Matrox Millenium 2MB card, which actually works pretty well.

I am running the machine in pure DOS. Once I loaded Scitech Display Doctor, and started using the tweaked video modes, almost all the games are great and fill the entire screen, except for one problem.

There are a group of games that run at the same resolution (can't remember exactly what it is), which includes Pac Man, Galaga, and a bunch of others. Then there is another group which runs at a slightly different resolution (Bubble Bobble, Championship Baseball). Both sets of games are being mapped to the same resolution by MAME. The problem being if I use the monitor controls to size the screen so that Pacman fills the whole screen, then Bubble Bobble is very small when I run it. Conversely, if I size Bubble Bobble to the right size, the top and bottom of Pac Man get cut off.

My guess is that my video card can't handle one of the two tweaked modes and so MAME maps it to the other.

If that is the case, does anyone know if there is a way to change the tweak settings. If not, is there a video card that handles all the strange resolutions better?
