Many people who use tv out claim that they have to force the mame games to run in 640 by 480 mode for the tv out to work. Many of the older games run at a lower resolution than that. (more)

Since you were notsure what i was talking about, i would have to guess that you don't have to force. If you have to, some games that you run without being forced to 640 x 480 would just give you a blank display on the tv, but would work on the computer monitor
