Is it possible to play vert games (pacman etc) on a TV?

I tried to play PacMan on my TV using the rather crappy tv-out (NTSC) on my laptop but it didnt display the whole screen - the bottom part of the maze was missing. Why is this? Is it just the crappy tv-out of my laptop?

I understand you can only use the 640x480 res display with tv's but the PacMan res should fit inside this easily.

I would have been able to answer this question myself, but...

I bought an ATI Rage Fury Pro 32 VIVO (OEM) but it completely refused to install on my PC. Tried everything inc. updating BIOS, mobo drivers etc. These cards seem to suck rather badly when it comes to installing, by all accounts. No wonder it's called a *Rage Fury*. *Completely Frustrating* would be a better name.
