Alot of soundcards have an "initialization" program that sets up the initial settings for the card (port, irq, volume, etc...). You will need to run that.
In order to use the CDROM under DOS, you have to load it's device driver in CONFIG.SYS, then load MSCDEX.EXE in AUTOEXEC.BAT.
