While the ground from the power supply should be enough for the motherboard, my computer wouldn't boot unless the bracket on the sound card came in contact with something that was grounded (IE the back of the case, or a motherboard tray.

This didn't seem to be required for my network or video card, but I thought I'd throw it out there, just in case.
