I think it could work, i noticed before combinations of vga2pal and advancevbe could display windows to some degree(16 colors worked)

What S3 board you tested? I had sucess to make Windows 98 to work with VBE 0.4 on a 15 KHz arcade monitor using a Diamond Stealth 64 (S3 Trio64).
: Found this link off of mameworld. Aparently you can run windows on your machine. Can't wait to test this out.
