HELP - out of the case, but trippin' the Breaker

I took my old PC out of the case and attached the MB, power supply and HD/CD to a board in the cabinet. Now, every so often, when I flip the power to the surge protector it is attached to, it trips the house breaker for that circuit (out go the lights!)

I have tried connecting wire with electrical tape between the various components to ground them together (kludgey) -- to no avail.

Could it be a bad powersupply?

Any advice?
