A gated shifter is an automotive term for shifters that force you to slide into the gears through long skinny slots known as "gates". The H pattern refers to a 4 way gated shifter.

As far as arcades go, i believe gated shifters are just shifters that stay in the "gate" or slot for the gear you are in until you move it out and into another.
