I use a GeForce2MX.
I use windows, StretchMAME32.
And use TVtool to remove the borders on the TV. It also has a DOS launcher if you want to launch DOS programs in windoze without borders. The way video boards are made, it is sad to say , but windows is easier to use for TV-out.

: I have tried Mame, GameLauncher, Callus and Norton Comander in dos and while it didnt give me a screen with no black borders the output was OK. Though it wasnt crisp... but the TV wasnt crisp with my Amiga 5 years ago though ;) you get the point...
: Now im going to bulild myself a homebuilt console that is controlled through an 8 button joystick so you have acces to 9 gig of games in one small system :))
