I need help restoring Danger Zone

Hey everybody. I got the arcade game "Danger Zone" yesterday. Here it is at klov:

I am trying to restore it to it's original state. Everything electronical works except this one board, about 3.5" X 2". The board reads:

CINEMATRONICS INC
SHAFT ENCODER DRIVER
PCB 80-16200-01

Danger Zone uses two of these boards (two that I know of that is). I have one that is working/one that is not. The one that isn't working looks like some moron spilled Coke on it! Is that what a board looks like when it fries?

Anyway I read that Cinematronics went out of business so I can't get the board from them. Can anyone please help or tell me a site that could? I need this board!!!
