I think most (if not all) holes for joysticks are 1 1/8". I think that's the size shown in all the Happs joystick diagrams.

I don't think rubber would be a good idea since the shaft of the joystick might not slide as easily. I think the plastic guide/mask/restrictor/whatever might work but probably wouldn't last very long, depending on how excitedly or roughly you play...
If your control panel can be easily and quickly opened up, you could use wingnuts to secure the bolts and then just quickly reach under and twist it tight with your fingers.
