What r limitations of displaying on TV with a TV-out card?

Still cant seem to find out what best TV-out card is for *DOS* MAME but...

also wondering what happens if you try to display a game other than 60Hz (e.g. R-Type) using vsync for smoothe scrolling. Can you use the vsync option at all when using a TV?
