I mentioned before that using http compression could help your bandwidth problem greatly. I came accross this, http://php.weblogs.com/stories/http_compression
You mentioned you were using php so this should work for you. This script will detect if the client browser supports compression (all the newer ones do) and send the page compressed if it does. All of the pages on the site are mostly text so they should compress very well, the message board index compresses about 4x so this would help things a lot.
