It gives a screw terminal interface for an IDE cable (40 pins). On the KE72, the inputs are 2 40 pin IDE blocks. So in order to interface arcade controls to these inputs, many people plug IDE ribbon cables into them and then cut and manually wire each strand on the other end of the ribbon cable. So with the IOx36, you attach the other end of the IDE cable and now those 40 inputs are availible as screw terminals. Much easier to deal with, IMO.

I think this product is mostly useful for users of the KE72 encoder or the MK64. The IPAC has screw terminals on the encoder itself, so this solution is not needed. Hope that clears things up for you.
