Happ Super Joystick - mounting?

Hi all,
i have a little problem with the Super 8way Joystick from Happ. What is the large black disc (with the whole in it) for? Must this disc above or under the board?
If the disc must be above the board, must i glue it on the board? How to fixing it on the board?
Maybe this is a silly question, but i need some help.
