Shift keys are not a function of Mame itself, or atleast that I know of.
Shift keys are used with the I-Pac and AOS front ends, there may be others that allow this as well. What interface and front end are you using, and what do you want the shift keys to do?
I use AOS with shift keys to exit games, pause, enter setup, etc. They are defined in the Arcadeos.cfg file.
