Do I blame the Motherboard, Hotrod

So this looks like I should either get a new Motherboard (like my friend's which actually works - his is ATX too but a different manufacturer) or put a new encoder into my Hotrod.

I'll contact Hanaho and inform them of my problems again but they said that they had never heard of this problem before.

What encoder does the Hotrod contain?
